  • A. The presiding board member shall prepare and maintain an official record, which shall include all pleadings, testimony, exhibits, proposed findings of fact and conclusions of law, and all other memoranda or documents filed in the proceeding.

    B. A record of the proceedings may be made at the request of the presiding board member or any party. This record may be transcribed only at the request of the presiding officer or a party. All costs of the transcript shall be paid by the requesting party.
