A. Upon the request of an indigent inmate, staff shall provide the inmate with pen, paper, envelopes, and first class postage for seven letters per week.
B. If an inmate requires additional materials or postage for legal correspondence, the inmate may request these through his or her unit treatment team. The unit treatment team member shall grant the request unless it is determined that the postage provision is being abused, in which case the unit treatment team member shall refer the request and findings to the Assistant Warden for disposition.
C. The unit treatment team member shall encourage the indigent inmate to set mail priorities within the seven letter allowance.
