A. Each State department, agency, authority, board, or instrumentality controlled by the Governor shall use and follow the Guidelines for Estimating and Minimizing the Economic Impact of Regulations on Small Businesses, adopted by the Advisory Council on the Impact of Regulations on Small Businesses pursuant to Section 3-507 of the Economic Development Article of the Maryland Code, when conducting the analyses and evaluations required by the State Government Article in Section 2-1505.2, Section 10-110(d)(3), and Section 10-124.

B. Executive Order 01.01.1996.03 is hereby rescinded.
