A neurotrauma center shall:

A. Have an organized clinical research program that includes:

(1) Evaluation of:

(a) Diagnostic and monitoring strategies; and

(b) The therapeutic benefit of interventions for traumatic brain injury and spinal cord injury; and

(2) Participation in national and international studies; and

B. Serve as a lead center for multi-institutional clinical trials.
