A. The respondent may appear in proper person or be represented by counsel admitted to practice in Maryland in any matter before the EMS Board and during any stage of the proceedings.
B. An assistant attorney general shall present:
(1) Evidence at evidentiary hearings; and
(2) Arguments before the EMS Board.
