Responsible persons shall reimburse the Department for all expenditures from both the Maryland Oil Disaster Containment, Clean-Up, and Contingency Fund and the State Hazardous Substance Control Fund, including but not limited to, costs of response, restoration, oversight, enforcement, investigation, equipment, personnel, fringe benefits, indirect overhead, legal expenses, and interest on the amounts recoverable.
