Sec. 26.11.19.24. Control of VOC Emissions from Leather Coating

  • A. Applicability. This regulation applies to a person who owns or operates a leather coating operation at a premises with actual VOC emissions of 20 pounds or more per day from all leather coating operations at the premises.

    B. Definition. In this regulation, "leather coating" means the application of a coating to leather or the impregnation of a coating into leather to beautify, protect, or give a finished appearance or quality to the leather.

    C. VOC Emission Requirements.

    (1) Coating Standards. Except as provided in §C(2) of this regulation, a person subject to this regulation may not use any coating in leather coating that exceeds 3.5 pounds of VOC per gallon of coating applied minus water and exempt solvents.

    (2) Alternative Method of Compliance. A person subject to this regulation may achieve compliance with the requirements in §C(1) of this regulation by installing a control device that reduces total VOC emissions by 85 percent or more, overall.

    D. Testing and Record Keeping.

    (1) Compliance Demonstration. A person subject to this regulation shall demonstrate compliance by one of the following methods:

    (a) If complying coatings are used to achieve compliance, submit to the Department by not later than September 1, 1997, a list of all coatings used, demonstrating compliance with §C(1) of this regulation; or

    (b) If a control device is used to achieve compliance, perform a stack test by not later than September 1, 1997, and every 3 years thereafter, demonstrating compliance with §C(2) of this regulation.

    (2) Reporting Requirements.

    (a) If complying coatings are used to achieve compliance, monthly records shall be maintained showing the total volume of each coating used and the total premises VOC emissions.

    (b) If a control device is used to achieve compliance, a report of the compliance test required by §D(1)(b) of this regulation shall be submitted to the Department not later than 60 days after the date that the test is completed.

    (c) Required records shall be maintained at the premises for a period of not less than 3 years and made available to the Department upon request.
