B. The fiscal year;

C. The type of clean energy conversion system;

D. The type of property;

E. The category of applicant;

F. Project configuration;

G. Project ownership;

H. Commercial availability;

I. The ability of the Administration to maximize the use of and attain optimal benefit from available funds; and

J. Any other factors deemed appropriate by the Administration.
