These procedures shall govern the hearings which the Maryland Automobile Insurance Fund is required to provide to a producer when the Fund may refuse or has refused to accept further applications from the producer, or when the Fund may terminate or has terminated the producer's authority to bind coverage in the Fund, or both. These procedures do not apply to conferences or other informal investigations or proceedings at which no formal disciplinary ruling is to be made.
