Sec. 12.12.20.07. Undeliverable Mail

A. If mail is received for an inmate for whom no forwarding address is available, or if the inmate has escaped or died, staff shall return the mail to the sender.

B. Unless the postal endorsement requires forwarding or return to sender, staff shall discard second and third class mail addressed to an inmate not assigned to the Institution.
