  • A. An inmate is allowed to send or receive mail consistent with the United States Constitution, federal law and regulations, and Maryland law and regulations.

    B. Mail may not be handled by an inmate other than the inmate to whom the mail is addressed.

    C. The volume of mail an inmate sends or receives may not be limited unless there is justification.

    D. A restriction may not be placed on an inmate's mail for disciplinary reasons unless the inmate specifically abuses this privilege.

    E. A restriction may not be placed on an inmate's mail because of the inmate's use of an officially adopted religious name.

    F. Legal mail may be opened and inspected only in the presence of the inmate.

    G. Except for an indigent inmate's mail, an inmate shall affix proper postage to all outgoing mail.
