The purpose of this chapter is to:

A. Establish a Maryland Department of Transportation Public-Private Partnership Program (Program) to enhance the State's transportation systems, assets, functions, and infrastructure; and

B. Describe and provide a process for the development, solicitation, evaluation, award, and delivery of public-private partnerships in the Departments Program.
