A. In this chapter, the following terms have the meanings indicated.

B. Terms Defined.

(1) "Base plan" means the Comprehensive Standard Benefit Plan, excluding riders.

(2) "Carrier" has the meaning stated in Insurance Article, §15-1201(c), Annotated Code of Maryland.

(3) "Commission" means the Maryland Health Care Commission.
