Sec. 10.25.01.17. Premium Subsidy Program Design Factors

A. At least once each year, the Commission shall publish on the Commission's official website for informal public comment a list of the proposed Premium Subsidy Program design factors, including:
(1) Eligible owner's countable wage;
(2) Employee's eligible HSA contribution;
(3) Maximum average wage for new applications;
(4) Maximum average wage for participants;
(5) Maximum eligible firm size;
(6) Maximum income for other than individual coverage;
(7) Maximum subsidy table;
(8) Minimum countable wage;
(9) Size factor; and
(10) Subsidy program cap.
B. Proposed components of the Premium Subsidy Program may be based on a number of factors including, but not limited to:
(1) Current and projected enrollment in the Premium Subsidy Program;
(2) Current and projected demographics of enrolled employers and enrolled employees in the Premium Subsidy Program;
(3) Enrollment rate by small employers and eligible employees;
(4) Inflation;
(5) Changes in premiums;
(6) Appropriations for the Premium Subsidy Program by the Maryland General Assembly;
(7) Any surplus amounts in the Premium Subsidy Program; and
(8) Any projected shortages in the Premium Subsidy Program.
C. Following the informal public comment period, the Commission shall consider the public comments received, adopt revisions that the Commission considers appropriate, and publish the revisions on the Commission's official website and in the Maryland Register.
