Sec. 09.14.01.01. Definitions

A. In these regulations, the following terms have the meanings indicated.
B. Terms Defined.
(1) "Commission" means the State Athletic Commission of Maryland.
(2) Contest.
(a) "Contest" means any boxing, kickboxing, or wrestling:
(i) Competition;
(ii) Exhibition;
(iii) Match;
(iv) Performance; or
(v) Show.
(b) "Contest" includes a mixed martial arts:
(i) Competition;
(ii) Match;
(iii) Performance; or
(iv) Show.
(c) "Contest" does not include a mixed martial arts exhibition.
(3) "Contestant" means a boxer, kickboxer, or mixed martial arts contestant who participates against an opponent in a contest.
(4) "Kickboxing" means a contest or exhibition in which blows are delivered with the hand or leg, including the foot.
(5) Manager.
(a) "Manager" means a person who, under contract, agreement, or other arrangement, undertakes to control or administer, directly or indirectly, a contest-related matter on behalf of a contestant.
(b) "Manager" includes, but is not limited to:
(i) A booking agent; and
(ii) An advisor.
(6) "Mixed martial arts" means a competition in which contestants use interdisciplinary forms of fighting, including various forms of martial arts, involving:
(a) Striking with the hands, feet, knees, or elbows; and
(b) Grappling by take-downs, throws, submissions, or choke holds.
(7) "Mixed Martial Arts Exhibition" means a mixed martial arts event in which:
(a) Contact to the body is permitted in only a restrained manner;
(b) Contact to the head is not permitted; and
(c) No contact is permitted that may result, or is intended to result, in physical harm to an opponent.
(8) "Official record" means the cumulative results of those boxing, kickboxing, or mixed martial arts contests, sanctioned by a regulatory agency, in which a contestant has participated.
(9) "Physician" means an individual currently licensed to practice medicine in this State or any state where the individual resides.
(10) "Promoter" means any individual, partnership, corporation, club, association, or other organization that gives, holds, or otherwise conducts a contest within the State.
(11) "Regulatory agency" means a commission, board, or other entity of a state, commonwealth, territory, or country, created by law or executive order, which regulates boxing, kickboxing, wrestling, or mixed martial arts.
(12) "Second" means an individual who assists a boxer, kickboxer, mixed martial arts contestant, or wrestler during a contest.
