Sec. 09.10.01.01. Scope

A. This chapter applies to:

(1) An entity licensed by the Maryland Racing Commission to hold or conduct a race meeting at which thoroughbred horse racing is permitted for any stake, purse, or reward;

(2) All owners, trainers, jockeys, jockey's agents, grooms, or other persons licensed by the Maryland Racing Commission to participate in racing at any of these meetings; and

(3) All thoroughbred and nonthoroughbred horse races except as provided by §B of this regulation.

B. If a regulation, or a section of a regulation, is germane to a specific breed of horse, it applies only to that breed.
