  • A. In this chapter, the following terms have the meanings indicated.

    B. Terms Defined.

    (1) “Commissioned officer” means a forest or park warden, or a forest or park ranger, having the authority stated in Natural Resources Article, §5-206, Annotated Code of Maryland, or a Natural Resources police officer having the authority stated in Natural Resources Article, §1-204, Annotated Code of Maryland.

    (2) "Department" means the Department of Natural Resources.

    (3) "Developed areas" means those areas within a State forest having permanent facilities and the areas surrounding those facilities.

    (4) “Director” means the Director of the Department of Natural Resources - Forest Service, or the Director’s authorized representative.

    (5) “Fireworks” means combustible, implosive, or explosive compositions, substances, combinations of substances, or articles that are prepared to produce a visible or audible effect by combustion, explosion, implosion, deflagration, or denotation.

    (6) Forest Officer.

    (a) "Forest officer" means a commissioned officer.

    (b) "Forest officer" includes:

    (i) Forest manager;

    (ii) Rangers; and

    (iii) Other personnel employed by the State to manage and regulate the use of the State forest.

    (7) Off-Road Vehicle.

    (a) "Off-road vehicle" means a motorized vehicle designed for or capable of cross-country travel on land, water, snow, ice, marsh, swampland, or other natural terrain.

    (b) "Off-road vehicle" includes:

    (i) A four-wheel drive or low pressure tire vehicle;

    (ii) Automobiles;

    (iii) Trucks;

    (iv) Motorcycles and related two-wheel vehicles;

    (v) Amphibious machines;

    (vi) Ground effect or air cushion vehicles; and

    (vii) Snowmobiles.

    (8) “Service” means the Department of Natural Resources - Forest Service.

    (9) "State forest road" means a road on or adjacent to the State forest maintained or constructed and maintained by the Service.

    (10) "Undeveloped areas" means those areas within a State forest not having permanent facilities.

    (11) Vehicle.

    (a) "Vehicle" means a mode of transportation by which an individual or property may be transported on a waterway or highway.

    (b) "Vehicle" includes:

    (i) Vessels;

    (ii) Trailers;

    (iii) Automobiles;

    (iv) Trucks;

    (v) Buses;

    (vi) Mopeds;

    (vii) Animals;

    (viii) Animal-drawn vehicles; and

    (ix) Bicycles.

    (12) Vessel.

    (a) "Vessel" means any type of watercraft, other than a seaplane, used or capable of being used as a means of transportation on water or ice.

    (b) "Vessel" includes:

    (i) The vessel's motor, spars, sails, and accessories; and

    (ii) Ice boats.
